I was thinking about environmental regulation in light of the coal ash spill in Tennessee where over 1 billion gallons of ash sludge deluged 3 rivers in Tennessee, endangering the state's drinking water, and expectations that EPA will act on carbon dioxide regulation. One of the reasons environmental regulation is opposed is because it will increase costs for consumers and businesses. But can the increase in regulation actually create new business opportunities, industries and thus jobs?
